The approach is one of observation leaving the reader to draw their own conclusions on labour, employers and employed. Dame Florence Eveleen Eleanore Bell was the wife of (Thomas) Hugh Bell, 2nd Baronet of Rounton Grange. The book is dedicated to Charles Booth, it nevertheless rejects an approach dominated by statistics rather it focuses on an evidence based approach using one thousand families, emphasizing especially the role of women in household management and containing much unique information on working-class habits. The evidence for this classic study was gathered by Lady Bell, Gertrude Bell, and a few others over a period of nearly thirty years.
